“Rīgas satiksme” extends contract on minibus service delivery with RMS until 2020
“Rīgas satiksme” informs that the contract on the delivery of public transport services of higher comfort level within a part of public transport route network in Riga city, which are provided by “Rīgas mikroautobusu satiksme” (RMS), is extended to October 30, 2020. The decision was taken to ensure uninterrupted delivery of the service in Riga city, because the above procurement procedure was appealed against several times, yet, having conducted a price pool among the suppliers of vehicles indicated by the tenderers, “Rīgas satiksme” got evidence that minibuses need at least 12 months to be delivered.
We remind that the contract with “Rīgas mikroautobusu satiksme” on the delivery of public transport services of higher comfort level within a part of public transport route network in Riga city was signed on January 4, 2013 for a period of five years. The above contract was signed because “Rīgas mikroautobusu satiksme” won a tender on the delivery of the service in Riga city. The legal basis for signing the contract was the European Parliament and Council Regulation No. 1370/2007 of October 27, 2007 “About public passenger transport services, using railways and motor roads, and which cancels the Council Regulation (EEK) No. 1191/69 and the Council Regulation (EEK) No. 1107/70”.
As the contract with “Rīgas mikroautobusu satiksme” expires in January 2018, in October 2016 “Rīgas satiksme” announced a new tender for the delivery of minibus services. Two candidates applied for the tender – “Rīgas mikroautobusu satiksme” and a consortium of persons consisting of «AS «Liepājas autobusu parks» and AS «NORDEKA»», and the tender was disputed in the Procurement Monitoring Bureau three times.
